On the 13th October 2016 Law Firm AGA Partners in conjunction with the Ukrainian Bar Association held a one day conference in Kiev on Assisted Human Reproduction (AHR) and Surrogacy in Ukraine.  There were more than 77 attendees comprising lawyers, doctors, clinicians and government representatives.  Fiona Duffy from Patrick F. O’Reilly and Co. was the only person from Ireland in attendance.

There were very open and frank discussions on the law on AHR and surrogacy in Ukraine as it currently is and the need for change.  The position in relation to Surrogacy in other European countries was considered, ranging from countries where surrogacy is prohibited, to those where surrogacy is legal, to those where surrogacy is neither legal nor illegal.

In the context of international surrogacy the need for a worldwide consensus and understanding on the laws in each state was deemed desirable even if global consensus is not achievable.

Anne Marie Hutchinson from the UK delivered a paper on International harmonisation and the work of the Hague Conference on Private International Law on the unification of the legal regulation of Assisted Reproductive Technologies (ART).
